General Rules
- All play will be governed by FIFA laws unless otherwise noted.
- All decisions by the referee are final and may not be disputed. Protests will not be taken into consideration by tournament officials.
- The tournament administration, PWSI, or any other particpating sponsor will not be responsible for any costs or expenses incurred by any team or individual participating in the Summer 7s Adult Tournament.
- Teams will supply their own jerseys. Jerseys must be numbered. If both teams have the same color jersey, pennies will be provided by the tournament. A coin toss will determine which team wears the pennies.
- The tournament reserves the right to change any team name that may be deemed offensive or inappropriate.
Eligibility
- All players must be 18 years of age or older to be eligible to play in the tournament.
- Players may play on multiple teams, but they may not play on multiple teams in the same division.
- Players must be listed on the final tournament roster to be eligible to play.
- All players must sign the waiver of liability to be eligible to play. Waivers and final team rosters are due at check in.
- Each player must be able to produce identification if asked to by tournament officials. Any player that is unable to produce identification will not be allowed to play in any tournament matches. Ineligible players who have already played in tournament matches will have those team’s matches forfeited and said player will not participate in the remainder of tournament matches.
Roster
- A maximum of 14 players are allowed to be listed on the final roster.
- Rosters must be submitted on the roster form provided on the tournament web site.
- Rosters must be complete, including player’s name, birthdate, gender, address, e-mail address, phone number, and jersey number.
- Final rosters are due at check in on the first day of the event.
Registration/Refund
- Team registration will end on June 6, 2008 at 12:00am.
- Full refunds will be granted to teams that drop out by May 20, 2008.
- There will be no refunds issued after May 20, 2008 at 12am.
- Team acceptance is on a first come first serve basis until 60 teams have registered.
- Fill refunds will be granted if the tournament is cancelled.
- Tournament may be rescheduled due to unforseen circumstance. Refunds will not be granted and tournament will be played.
- Tournament will be played in rainy weather conditions.
Tournament Check-In Procedures
- Teams are required to check in at the main tent at Howison Park at least 45 minutes prior to kick-off of the team’s first match.
- All players must sign the waiver of liability at the tournament check in. Forms will be provided on the tournament site for players wishing to sign the form prior to the event.
- Team captains may present all the forms at check-in.
Conduct
- Players and spectators are expected to conduct themselves within the spirit of the game. Displays of temper or dissent are cause for ejection from a game as well as the tournament and the facility.
- Alcoholic beverages are Strictly Prohibited on Prince William County Parks facilities.
- Any team or individual disregarding a decision by the referee or tournament officials will be disqualified from play for the remainder of the tournament.
Tournament Rules of Play
- Coed teams will play with at least 2 female players on the field at a time.
- Teams must field at least 5 total players for a game to begin.
- Teams that cannot field at least 5 players 5 minutes after scheduled kick-off will forfeit the match. Game will be recorded as 3-0.
- All players must wear the proper equipment including soccer specific shoes and shinguards.
- Games will consist of 2 equal halves. Each half will be 25 minutes in duration. There will be a 5 minute half-time.
- Teams can warm-up on the grass field, but will not be permitted to warm-up outside the fields of play.
- Teams are allowed unlimited substitutions. Substitutions can be made on any dead ball situation where the team subbing has possession.
- Substitutions can also be made on all goal-kicks and kick-offs.
- Round Robin games will end in ties.
- Play-off games will play a 5 minute overtime. The complete overtime period will be played.
- If the game is not resolved in overtime. Penalty kivks will be administered according to FIFA laws.
- Coed games going to penalty kicks must include at least 2 female penalty takers.
- Goalkeepers may not throw, punt, or drop-kick the ball over the half line. Infractions will result in a direct free kick at midfield where the ball crossed for the opposing team.
- Slide tackling is not allowed. Goalkeepers may go to ground in the penalty areas.
- Yellow cards are not cumulative. However, if a player is deemed to be playing in a consistent dangerous manner, league officials may step in to ensure the safety of players. Officials decisions are final regarding this matter.
- Any player receiving a red card will be ejected from the match as well as the next tournament match. Player may be permitted to play once the suspension is fulfilled.
- Offsides rule applies only in the penalty areas. Otherwise, there is no offsides.
Tournament Format
- Teams will be placed into 2 groups of four for each division. Eight teams total will play in a division structure.
- The first 3 games will be round robin games.
- Round Robin matches will be scored as 3 points for a win, 1 point for a tie, and 0 points for a loss. Goals for and goals against will also be calculated.
- The teams with the most points in each 4 team group will play in a championship match.
- Tie breakers will be decided as follows:
- Goal Differential
- Goals Against
- Head to Head
- Final Tie Breaker will be sudden death penalty kicks
- If 8 teams cannot be formed for a division the format may change.
